Basically, the bill shields companies like SpaceX from liability if something goes wrong during a launch. And get this, he signed it the day after Elon Musk announced he was moving to Texas. Coincidence? I think not.
But in all seriousness, this is a big deal for the space industry. Launches are risky business and accidents can happen.
